  •       EU RoHS is an EU directive on the restriction of the use of certain hazardous substances in electrical and electronic equipment. On January 27, 2003, the Council of the European Union passed the first version of the RoHS Directive 2002/95/ EC (referred to as RoHS 1.0); on July 1, 2011, the EU announced a new version of the RoHS Directive 2011/65/EU (referred to as RoHS 2.0 ) and came into effect on July 21, 2011.

  •       On June 4, 2015, the Official Journal of the European Union (OJ) issued the RoHS 2.0 Amendment Directive (EU) 2015/863, officially including DEHP, BBP, DBP, DIBP in the list of restricted substances in Appendix II, so far there are ten items in Appendix II (Lead, Cadmium, Mercury, Hexavalent Chromium, Polybrominated Biphenyls (PBBs), Polybrominated Diphenyl Ethers (PBDEs), DEHP, BBP, DBP, DIBP) Mandatory Control Substances, effective July 22, 2019.


  • First revised draft
  • On December 3, 2008, the European Union issued a proposal to amend the WEEE Directive (2002/96/EC) and the RoHS Directive (2002/95/EC). The main revisions are:


  • 1. Changed the legal wording and clarified the scope and definition of the directive;


  • 2. Introduce the CE mark of the product and the EC declaration of conformity;


  • 3. Incorporate medical devices, control and monitoring instruments into the scope of the RoHS Directive in stages;


  •     ■ General medical equipment and monitoring equipment (applicable from January 1, 2014)


  •     ■ In vitro diagnostic medical equipment (applicable from January 1, 2016)


  •     ■ Active implantable medical devices (whether it is necessary to be included in the scope of control in the 2020 review)


  •     ■ Industrial monitoring equipment (applicable from January 1, 2017)


  • 4. A new appendix III is added to list the priority evaluation substances, which will adopt the same evaluation mechanism as the Reach testing regulations, and may be included in the scope of control in the future, including:


  •     ■ Hexabromocyclododecane (HBCDD)


  •     ■ Phthalic acid (2-ethylhexyl ester) (DEHP)


  •     ■ Benzyl butyl phthalate (BBP)


  •     ■ Dibutyl phthalate (DBP)



  • Revised Draft Second Edition
  •         After the second edition of the revised draft of the RoHS Directive was released, it was widely discussed in the industry. Therefore, the EU released the second revised draft on September 3, 2009 after collecting opinions from all parties. The second draft extends the control scope of the RoHS Directive to all electrical and electronic equipment (except weapons, munitions and military war materials, parts specially designed for another type of equipment not within the scope of this Directive, not intended as a single functional or commercial devices placed on the market), the original product listing has been removed. The 20 exemptions for medical devices remain unchanged, and 8 exemptions for monitoring equipment are added.
